Free Books Should Be Free

The West Virginia Division of Corrections and Rehabilitation has entered into an expensive exclusive contract with a private for-profit company GTL that charges inmates $0.05 per minute to read free library books on a digital tablet.

People in prison should have access to a wide range of free reading materials. Private companies should not monetize public domain books, and there should be fair, standard, and non-exploitative contracts.

I urge the West Virginia Division of Corrections and Rehabilitation to renegotiate with GTL to eliminate the per-minute usage fee for reading on tablets.
